NCALL is the Department of Housing and Urban Development's Intermediary who provides training and technical assistance to CHDO's (Community Housing Development Organizations) for the State of Delaware. HOME is a federally funded program for housing development provided to for-profit and nonprofit developers, through state and local governments, called participating jurisdictions (PJ's). There are three participating jurisdictions in the State of Delaware. They are the City of Wilmington, New Castle County, and the Delaware State Housing Authority. Since its creation by the National Affordable Housing Act of 1990, the HOME program has brought over $5.5 million to Delaware nonprofits for the development of affordable housing. In addition, nearly $600,000 in CHDO operating grants have been awarded to Delaware nonprofit housing developers. NCALL assists organizations with organizational structure, board formation, CHDO eligibility, personnel and fiscal accounting policies, as well as all aspects of the housing development process including but not limited to site selection, market and feasibility analysis, project planning and design, funding applications, contractor selection, construction monitoring and oversight, and property management. In the past, NCALL has provided assistance with USDA's rural housing programs, Low Income Housing Tax Credit applications, Federal Home Loan Bank Affordable Housing Programs applications, the HUD Section 202 program, as well as state financing programs. Area of Availability State of Delaware Eligibility Requirements An organization must have IRS 501(c)(3) exempt status, a minimum of one year of community service, the capacity to develop housing, and meet the CHDO board profile requirements. |
