RDHI provides homeownership and home repair counseling services to low and very low income Delaware families who are applying for Rural Development 502 Homeownership Loans and Section 504 Home Repair Loans and Grants. Services to interested families include: workshops, credit and budget counseling, debt reconciliation, and development of family budgets. The RDHI counselors assist applicants in completing the federal loan application and assembling the entire Rural Development application package. RDHI services include assisting the applicant from the land or property search stage to selecting an attorney for the settlement process and accompanying the applicant to closing. This program is partially funded by the Delaware State Housing Authority.

The Section 502 program offers a mortgage with no down payment, often reduced interest rate, for a term of 33 to 38 years. Houses can be new construction or existing but must be located in Rural Development eligible areas and communities. Section 504 home repairs offer low interest loans and even grants to elderly participants. The program is designed to make health and safety related repairs to substandard housing.

Eligibility Requirements

Applicants must be in need of decent, safe, affordable housing, unable to obtain financing for a home or home repairs elsewhere, and have a gross household income of 80% or less of the area median income.
